Why do we care about diesel emissions?
Diesel emissions result in increased nitrogen oxides,
particulate matter, carbon monoxide and hydrocarbons in
the air. These compounds can cause serious health concerns
especially for children, the elderly and people with respiratory
problems. Nationally, these emissions are linked to thousands
of premature deaths, hundreds of thousands of asthma attacks,
millions of lost work days and countless other health impacts
every year. Diesel exhaust is even a likely human carcinogen
according to the Environmental Protection Agency (EPA).
When diesel emissions react with sunlight, ground-level
ozone has the potential to form. This can lead to outdoor
visibility issues and additional respiratory problems.
Diesel Emissions Reduction Act (DERA)
Through DERA and EPA, funding to reduce diesel emissions
is allocated to states and is awarded on a national level
through a nationally competitive funding assistance opportunity.
Funding may be used for exhaust controls, engine upgrades,
idling reduction technology, engine replacements and vehicle/equipment
replacements. The vehicles/equipment must be medium or heavy-duty
diesels to be eligible for funding. The following briefly
summarizes the different rounds of funding ADEQ has received
to reduce diesel emissions in Arkansas.
DERA State 2011
The Arkansas Department of Environmental Quality is
proud to announce its latest round of funding to reduce
diesel emissions in the state. $100,000 is available
through the ADEQs Reduce Emissions from Diesels program
also known as Go RED!. Public and
private entities and non-profit organizations in
Arkansas are eligible to receive funding. Projects that
are selected for awards must reduce diesel emissions in
Arkansas. Diesel emissions may be reduced by employing
exhaust controls, engine upgrades, idle reduction
technologies, engine replacements and vehicle/equipment replacements. The program will
open December 2011.
The deadline for ADEQ to receive proposals is January
31, 2012. Awards will be made by late winter/early
spring. Projects
must be completed by August 31, 2012.
ADEQ received $258,000 on July 27, 2010, to implement
this program. These funds are being used to install
vehicle exhaust controls, upgrade engines, replace
engines and replace vehicles/equipment. All work on
these projects must be complete by August 31, 2012.

DERA State 2009
ADEQ was allocated $235,294 on February 19, 2010,
to implement this program. These funds are being used
to upgrade engines and replace engines and vehicles/equipment.
All work on these projects must be complete by August
31, 2010. Recipients and forms for the recipients are

ADEQ was allocated $1.73 million on April 10, 2009,
to implement this program. These funds are part of the
American Recovery and Reinvestment Act (ARRA) of 2009
and are being used to install idle reduction technology,
upgrade engines and replace engines and vehicles/equipment.
All work on these projects must be complete by August

ADEQ competed for this funding nationally and was
awarded $793,566 on July 15, 2009. These funds are part
of the American Recovery and Reinvestment Act (ARRA)
of 2009 and are being used to upgrade engines in motor
graders and dozers. All work on these projects must
