Program Support BranchAir DivisionMike Porta, Assistant Division Chief, Branch Manager - (501) 682-0730The Program Support Branch consists of three distinct sections, Administration, Enforcement, and Asbestos. The administration section is responsible for the Division’s budget, grant application submittal and tracking, supplies, purchase request, travel request, mail processing, and other administrative tasks. When a facility is out of compliance and formal enforcement action is warranted it case if referred to the enforcement section. The enforcement typically attempts to negotiate a settlement (called a consent administrative order or CAO) with the offending facility which usually includes steps the facility should take to come into compliance and payment of a civil penalty. If it is not possible to negotiate a CAO the section, with the concurrence of the Department’s Director, will imitate a unilateral action usually in the form of a Notice of Violation (NOV). The Asbestos section is responsible for implementing Regulations 21—the Arkansas Asbestos Abatement Regulation. Contact Information
