Investigation Comment: 
I visited all of the application fields during a two day sampling event conducted by EPA, Region 6. During my visit I did not notice any odor from the swine operation at the application fields. I also did not notice any odors pertaining to the application of herbicides. An odor from the operation was detected while conducting a walk-around of the facility and the waste lagoons. In a previous inspection conducted on March 26, 2014, of the C&C Hog Farm (Permit 3540-WR-5), it was noted the facility was not in operation and the settling basin and holding pond had been closed by removing waste, backfilling, and vegetating, and a certification of closure had been submitted to the Department. Application records obtained during a separate site visit shows the facility did not land apply waste from April 2 through April 17, 2014. Description Comment: 
Tanker trucks are hauling waste from the C&H hog farm to the closed C&C hog farm for land application. The C&C property is not listed in the NMP for the C&H Farm (ARG590001). Also, with recent early morning inversions, the swine waste odor is particularly bad. In addition to the swine manure odor there is a chemical odor similar to herbicide.
