In accordance with Section 303 (d) of the Federal Water Pollution Control Act
each State is required to identify all waters which do not meet the water quality
standards and to calculate a total maximum daily load (TMDL) for each pollutant
which exceeds the state's water quality standards. The calculated load must then
be allocated among all contributors of the pollutant in an amount which will not
exceed the TMDL. A plan for meeting the TMDL and coming into compliance with the
water quality standards must also be developed.
