Licensing Program
The licensing program was established to provide for certification
of companies and individuals who install, repair, upgrade, close or test underground
storage tanks in order to assure that these tank systems are installed, repaired,
upgraded, closed and tested in a manner which will not encourage or facilitate leaking
of regulated substances and which will protect the public health and the lands and
waters of the State of Arkansas.
Certification
- Certification Required:

In order to install, repair, upgrade, close or test a UST system, a person must be certified by the State of Arkansas in the category for which work is done.

- Any company which contracts with a third party to install, repair, upgrade, close or test a UST system must be certified by the State of Arkansas in the category for which work is done.

Fees
- A UST Licensed Contractor or Testing Company will pay a non-refundable fee of $300.00 initially and every two years upon renewal.
- A UST Licensed Individual will pay a non-refundable fee of $150.00 initially and every two years upon renewal.
- A contractor in a dual role as both the owner of the contracting company and the sole licensed individual in charge of on site supervision will be required to pay only the contractor’s fee of $300.00.
- A licensee who fails to renew a license prior to the expiration date will be required to pay a $25.00 late fee in addition to the renewal fees provided the application for renewal occurs within two (2) months of the expiration date as prescribed in Arkansas Pollution Control and Ecology Commission Regulation 12.
Applications
Any contracting company or testing company which engages in the
business of performing regulated storage tank work and any individual who will supervise
a job site or performs tightness testing is required to secure a license for that
work.
- Contractor/Company Application Requirements:
- Submit completed Contractor/Company application
- Provide a Surety Bond which meets the requirements of Act 601 of 1999
- Submit non-refundable fee
- Individual Application Requirements:
- Submit completed Individual application
- Submit proof of work experience at 3 completed UST sites which demonstrate a minimum of one year of field experience. All 3 must have occurred within the past 3 years
- References from 3 facility owners or 2 facility owners and 1 previous employer if you have had another employer within the past 3 years. These references are mailed directly to the RST Division by the person of reference
- Take and pass the UST Licensing Exam

UST Licensing Examination
The UST Licensing Examination is given
on a regular basis at the Department of Environmental Quality, RST Conference Room,
5301 Northshore Drive, North Little Rock, Arkansas. The examination begins at 9:00am
and requires approximately 3 hours for the complete exam. The examination consists
of three parts:
- Part 1 - Regulations Exam (Arkansas Arkansas Pollution Control and Ecology Commission Regulation 12 and EPA Technical Standards)
- Part 2 - Technical Exam (EPA Technical Standard, industry recommended practice materials on UST installation, upgrade or repair)
- Part 3 - Closure Exam ( EPA Technical Standard and industry recommended practice materials on UST closure)

Licensed Contractors List
Any installation, repair, upgrade, test, or closure of an underground
storage tank system must be certified by a Licensed Contractor.
A current list of contractors is available.
License Renewal Requirements
Approximately six weeks prior to the expiration date of the license,
a renewal form will be sent to the licensee. The information on the form should
be verified and it should be returned with the appropriate certificates of continuing
education and/or re-certification of the chosen testing method(s), and the
appropriate renewal fees.
Individuals must also complete the job experience record sheet
which is provided. It is the duty and responsibility of the licensee to renew the
license on a timely basis whether or not an application form has been received from
the Department.
Licenses which are not renewed within two months after the expiration
date of the license will be considered lapsed and invalid. (Arkansas Pollution
