The Market Development Branch provides staff support for the Arkansas Marketing Board for Recyclables
and assists in the development of markets for recycled materials. The Market Development
Branch also provides information for utilization of these markets by both the public
and private sector and administers the Recycling Equipment
Tax Credit Program.
The Arkansas Marketing Board for Recyclables was created
in 1991. The Board is comprised of a business leader from each congressional district
and an at large member of the recycling community. Board members are appointed by
the governor.
Duties of the Marketing Board and the Market Development Section were mandated
by Act 749 of 1991. These include:
- conducting an inventory of markets for recyclables in Arkansas and surrounding states (See Directory);
- working with existing industries to encourage the use of recyclables in their manufacturing process; and assisting in the recruiting of new industries that use recyclables in their manufacturing process (See Tax Credit);
- maintaining information on market prices;
- assisting state and local officials in all areas of recyclables marketing.
The Recycling Equipment Tax Credit Program originated
with Act 654 of 1993. This act allows Arkansas Taxpayers a 30% Arkansas income tax
credit for the purchase of equipment used exclusively for collecting, separating,
processing, modifying, converting, or treating solid waste or manufacturing products
containing at least 50% recovered materials of which at least 10% of the recovered
materials is post-consumer waste. The cost of installation by an outside contractor
on eligible machinery is also eligible.

The Marketing Board
The Arkansas Marketing Board for Recyclables was formed
by Act 749 of 1991. The initial task is to identify existing markets in Arkansas
and to expand the inventory to include neighboring states.
The Arkansas Marketing Board for Recyclables is pleased to provide the
Arkansas Recycling Directory to the people of Arkansas.
The Directory represents months of research, and while
it does not include all the secondary material markets in Arkansas, it is the most
complete listing ever published in Arkansas and the Board felt it important to make
current information available to users now.
The Marketing Board has set in place a mechanism to identify additional markets
in Arkansas and neighboring states. The Directory will
be updated periodically, reflecting new facilities or changes in the materials handled
by existing facilities. Thus, users should consider this to be a document in evolution
which is a snapshot of recycling markets at a specific point in time.
Many groups and agencies have participated in the development of the
Directory. The Board gratefully acknowledges the assistance
of the Arkansas Industrial Development Commission, the Recycling Division, Solid
Waste Management Division and Construction Assistance Division of the Department
of Environmental Quality and scores of local officials who have made the
Directory possible.

Arkansas Recycling Markets Directory
Background Information on the Recycling Directory
The Arkansas Recycling Directory, established to provide a service to
the people of Arkansas, will be a constantly developing source of information for
those involved in recycling in Arkansas and the surrounding states. It now includes:
- A list of recycling facilities by region and county for all of Arkansas;
- A breakdown of Collectors, Processors, Haulers, Brokers and End Users;
- Detailed lists of materials accepted by most facilities;
- Cross indexes for material types;
- General information about recycling legislation; and
- Information regarding transportation, material specifications and contractual agreements.
Market Listings
The Directory contains many of the recycling markets in the state. Others will
be added as they are identified. The markets are grouped by region and then listed
alphabetically by county. If you are unfamiliar with the regions and counties in
Arkansas, you may refer to the Cross Index Section in the back of the Directory.
There you will also find an index of the facilities according to the materials they
accept.
All the markets were surveyed and the material in the body of the
Directory is a compilation of the information gained in
those surveys. Not all of the facilities returned the survey forms and therefore
the information on those facilities is incomplete at this time. For example, there
may only be a name and address for a certain facility and no materials listed. Although
details on market specifications are listed in the notes section, it is recommended
that you contact the markets listed prior to taking your materials to that facility.
Updates
Quarterly updates will be done to keep abreast of the changes in the markets.
The Directory is divided into four regions: Central, Northeast,
Northwest and South. Each quarter a different region will be updated and those updates
will be sent for incorporation into the Directory.
