The Programs Branch provides administrative,
financial, and programmatic assistance to the division and public pursuant to regulations
and legislation proposals, updates, changes and amendments. It manages the collection
of fees and distribution of grant funds, the Waste Tire Management Program, the
Mercury Switch Removal Programs, and the licensure programs for Solid Waste Management
Facility Operators and Illegal Dump Control Officers. The Programs Branch oversees
the plans and needs assessments of the eighteen
Regional Solid Waste Management Districts
throughout the State. It also provides the division assistance on special projects
as needed.
The Branch renders guidance and oversight of
the plans, needs assessments and financial audits which are required from
the Regional Solid Waste Management Districts.
The Branch gives direction to the promulgation procedural needs for the Division's
regulations, provides legislative activity assistance and maintains the Division's
legislative and regulatory archives.
A major thrust of the Programs Branch
is the collection, distribution and financial auditing oversight of various
fees and of grant funds. Primary activities include administration of:
A Programs Branch staff member serves
on the Solid Waste Licensing Committee, which advises the Commission and the Department
in the administration of the Operator Licensure Program.
The Programs Branch reviews and approves
Financial Assurance Instruments submitted from permit applications.
