The Arkansas Department of Environmental Quality provides approximately $3 million in grants each year to local communities to develop and support recycling programs. Eligible entities include cities, counties and solid waste authorities. Projects may include recycling and composting equipment, and education and awareness programs. For a complete list of eligible entities and projects, see Arkansas Pollution Control and Ecology Commission (APC&EC) Regulation 11.

Communities apply for the grants through their Regional Solid Waste Management District (RSWMD). Applications are only accepted when submitted through a RSWMD. All other applications are ineligible.

Recycling Grants Timeline

Note: Your RSWMD will probably have earlier dates for submittal in order to meet ADEQ deadlines. Therefore, be sure to contact your RSWMD well before the listed deadline.

July 15

Pre-applications due to the ADEQ
Projects from past year’s grant round must begin before this date.

August 15

Recycling Activity Survey forms due to the ADEQ
ADEQ will provide RSWMDs with an estimate of funds available for current year

September 1

Progress Reports for all previous grants due to the ADEQ

September 15

Current year grant round opens

December 31

Last date applications for current year grants will be accepted by the ADEQ

March 31

Last date for disbursement of funds from current year grant round

Recycling Grants Database

The Recycling Grants Database provides information about each of the grants distributed through this program since 2004, plus a few earlier grants. (We hope to add all older grants in the future.) This information includes who received the grant, the project category, the grant amount and the amount of the grant remaining. Links provide additional information, including partnerships, specific purpose of the grant, grant status, disbursal date, the grant application and an annual summary of expenditures. Data can be searched by a number of fields including the grant number, regional solid waste management district, county, grant applicant and project category.
