Class Code Definitions
Code Class Name Classification
Class 1 Municipal SW LF  Class 1 landfills are subject to regulation under Subtitle D of the Resource Conservation and Recovery Act (RCRA), Title 40 of the Code of Federal Regulations, Part 258 (40 CFR 258). Subtitle D has been adopted by the State and regulates all municipal solid waste landfill (MSWLF) units that accept household wastes for disposal. Class 1 landfills can accept: Household Wastes, Commercial Wastes, and Approved Industrial Wastes.
1N  Class 1 Not eligible for PC Trust Fund  Class 1 landfills are subject to regulation under Subtitle D of the Resource Conservation and Recovery Act (RCRA), Title 40 of the Code of Federal Regulations, Part 258 (40 CFR 258). Subtitle D has been adopted by the State and regulates all municipal solid waste landfill (MSWLF) units that accept household wastes for disposal. Class 1 landfills can accept: Household Wastes, Commercial Wastes, and Approved Industrial Wastes.
3C  Class 3 Commercial SW LF  Class 3 Commercial landfills can accept: Commercial Wastes and Approved Industrial Wastes. CLASS 3 LANDFILLS - All other solid waste disposal facilities including Class 3 and 4 landfills are subject to the criteria contained in 40 CFR 257 which the State has also adopted and state Regulation Number 22. There are three categories of Class 3 landfills.
3N  Class 3 Non-Commercial Ind. LF  Class 3 Non-commercial can accept: Approved Industrial Wastes These landfills are for disposal of waste generated solely by the permittee at that industry location. Only Class 3N landfills are exempt from obtaining a Certificate of Need. CLASS 3 LANDFILLS - All other solid waste disposal facilities including Class 3 and 4 landfills are subject to the criteria contained in 40 CFR 257 which the State has also adopted and state Regulation Number 22. There are three categories of Class 3 landfills.
3T  Class 3 Tire Monofill  Class 3 Tire landfills can accept only tires for disposal. CLASS 3 LANDFILLS - All other solid waste disposal facilities including Class 3 and 4 landfills are subject to the criteria contained in 40 CFR 257 which the State has also adopted and state Regulation Number 22. There are three categories of Class 3 landfills.
Class 4 C&D LF  Class 4 landfills can accept inert, non-putrescible wastes such as: Construction and Demolition Wastes, Appliances and Furniture, and Other Bulky, Inert Wastes.
4N  Class 4 Non-Comm Not eligible PCTF  Class 4 landfills can accept inert, non-putrescible wastes such as: Construction and Demolition Wastes, Appliances and Furniture, and Other Bulky, Inert Wastes.
CD  Construction & Demo Recovery Facility 
CO  Compost Organic Waste  Type “O” facilities may accept any source separated organic wastes such as paper, sewage sludge, food processing wastes or other specific organic wastes, including type “Y” wastes.
CS  Compost Mixed Solid Waste  Type “S” may receive all types of suitable solid waste for composting including household garbage, commercial wastes, suitable industrial wastes, and all type “O” and “Y” wastes.
CY  Compost Yard Waste  Type “Y” facilities may accept only yard wastes and other woody wastes. Type “Y” facilities qualify for coverage under a general permit in which permit coverage is granted within 30 days of receiving a complete application.
IN  Incinerator  Old permit issued for Incinerators of Minicipal Solid Waste
TP  Tire Processing Facility  These facilities process waste tires for recycling uses or for disposal. An individual permit is required, but there is no preliminary application requirement.
TS  Solid Waste Transfer Station  Transfer stations are facilities that receive solid waste from collection vehicle and the public for transfer to larger vehicles for long distance transport. Like Type “Y” composting facilities, transfer stations are normally covered under a general permit.
WR  Waste Recovery Facility  Also referred to as material recovery facilities, solid waste is sorted and recyclable materials recovered from the waste stream. Most facilities can be covered under a general permit
WT  Waste Tire Collection Centers  The center stores outdoors no more than 3,000 loose waste tires or up to a maximum of 10,000 tires which have been compacted or baled at any one time
XC  Class Old Commercial Solid Waste LF  Old Commercial Solid Waste LF
XN  Class Old Non-Commercial Ind. SWLF  Old Non-Commercial Ind. SWLF
XX  Not Required to Receive a Permit  These are facilities that the Technical Branch has worked on that do not require a permit. They would involve: authorizations, superfund sites, pilot projects…
