In 1986, Arkansas became the first state
in EPA Region 6 authorized to administer the NPDES Permits program. Not counting
Storm Water and General Permits, the Enforcement Branch monitors more than 800 NPDES
individual permits for facilities located throughout the State of Arkansas.
The monitoring and enforcement of permits
is the responsibility of the Enforcement Administrators (EAs). The permits
are monitored and enforced by seven EAs. Each EA also has the responsibility
for at least one specific class of Wastewater Discharge General Permits.
NetDMR
Electronic DMR submission through EPA's NetDMR web site is now available in Arkansas. Upon completion of NetDMR Permittee Training, permittees will be able to log on to the NetDMR Test site to perform test DMR data entry. After one or more successful transmissions of DMR data, you can create an account, submit a signed Subscriber Agreement to ADEQ, get approval for Signatory authority, and

Instructions detailing how to fill out the Discharge Monitoring Report (DMR):
These instructions are designed to
assist the permittee in complying with the reporting requirements in the NPDES
permit. They are available in a "Handbook Format" PDF File and will take you
through the process of filling out the DMR and submitting non-compliance and
other reports. We have listed the most commonly asked questions with the answers.
You will also find helpful information in the form of commonly used math formulas
and acceptable abbreviations for filling out the DMR.

- FORMS (NOTE: Customized Pre-printed DMR forms are mailed out to Permittees. These DMR forms are customized for each individual Permittee by the Department, therefore a "blank form" is not available for download.)

- Q. I am thinking of opening a small coin operated car wash, Do I need a permit?
- A. That depends on where the wastewater from the car wash is discharged.
If the car wash wastewater is discharged to a municipal sanitary
sewer system you will not be required to obtain an NPDES permit, however you
will have to make arrangements with the Municipal Sewer Authority before you
discharge.
If the wastewater is discharged to a subsurface septic tank
field line system, you will not be required to obtain an NPDES Permit, however
you will need permission from the the Arkansas Department of Health to insure
that the area selected is suitable for subsurface.
If the wastewater is discharged to the surface, you will need
to apply for an NPDES General Car/Truck Wash Permit (Series ARG75). Call the
Department for an application.
- Q. Where are your offices located?
- A. The Water Division of ADEQ is located at 5301
Northshore Drive, North Little Rock, AR 72118-5317. Upon arrival you should
report to the Reception Desk located in the main lobby to obtain visitor badges.
- Q. The only discharge from my facility is soapy water. Since we only use biodegradable soap, Do we need to treat before we discharge it?
- A. Yes. You must treat it or discharge it to
a municipal sanitary sewer system where it will be treated. Biodegradable does
not mean that it won’t cause pollution. If you discharge it to the surface,
you will need to obtain an NPDES Permit before commencing the discharge.
