The Regulated Storage Tanks Division‘s staff of 31 drafts, administers and enforces state regulations pertaining primarily to underground storage tanks. RST enforces standards for existing tanks, new tanks, closures, and corrective actions.

  • The Program Branch administers a trust fund for cleanup costs, licenses Underground Storage Tank contractors and individuals, bills and collects annual tank fees, and manages the division's records.
  • The Technical Branch oversees corrective actions for leaking tanks.
  • The Enforcement Branch conducts compliance inspections at facilities and investigates the extent of leaks.

Statewide Response

Ten of the fourteen RST inspectors live and work outside of Pulaski County so that the Department can quickly respond to environmental emergencies and concerns.

The RST Division regulates most underground petroleum storage tanks 110 gallons or larger, as well as petroleum aboveground tanks between 1,320 and 40,000 gallons. These tanks are located primarily at retail gasoline and diesel sales facilities but also include bulk petroleum storage facilities, private fleet fueling facilities and critical services facilities with emergency generator tanks.

The Division issues licenses to companies and individuals for those who install, repair, upgrade, close or test underground storage tanks. There are currently 172 licensed individuals and 68 licensed contractors.

Compliance and Enforcement

The RST Division conducts inspections during tank installations, upgrades and closures. The Enforcement Branch also conducts compliance inspections and performs inspections prompted by complaints and reported releases.

Trust Fund

The Petroleum Storage Tank Trust Fund reimburses eligible owners or operators of registered regulated storage tanks for corrective action costs required to address accidental releases.
