On 23 May 2011, Jean Floyd, ADEQ Air Division, Inspector Supervisor, and I investigated this complaint. We drove the area on Penn Road and could not find an address for 410. The highest number for even houses was 406. We also drove down West Penn Road, West 4th Ave, Wall Road, Roberts Road, Howard Road, McDaniel Road, Dunmore Loop, 5th Ave, Pistole St, 6th Ave and 7th Ave. No wastewater was observed in any of these areas and no smell of any wastewater was noticed. We also stopped by two sanitary lift stations in the area and did not observe any sewage discharges. G-P's wastewater flows into two pipelines inside the G-P mill, these two pipelines then carry the wastewater South and West to head works of the treatment plant. We inspected the crossing of the G-P Wastewater pipeline at the Highway 82 Crossing. No wastewater was observed outside the pipeline. We then went to the G-P Plant and met with Mr. James Cuthbirth, Environmental Manager for G-P. Mr. Cuthbirth took us to the head works of the Wastewater Treatment Plant. Wastewater was observed flowing from two pipelines into open channels at the head works of the wastewater treatment plant. The flow from each pipeline then entered the wastewater plant flowing into their respective treatment areas, (i.e. bar screen, clarifier, or ash settling basin). According to Google Earth, the following measurements were estimated: Penn Road is about 0.65 miles Northwest of the open channel at the WWTP Dunmore Loop is about 0.3 miles East of the open channel at the WWTP Roberts Road is about 0.5 miles North of the open channel W 4th Street is about 0.5 miles North of the open channel at the WWTP [Last modified by fitzgerald, 6/3/2011 8:54:42 AM]
Description Comment: 
From Steve Drown, Jerry Saunders (EPA) called with a complaint from Ms. Cheryl Salvant (318-381-0996), Ms. Salvant lives in Louisiana) concerning raw sewage running through a minority section of Crossett, Arkansas. She complained that the sewage was causing odor problems for the residents in this area and was a health issue. When she contacted EPA she was asked if she had contacted ADEQ and she replied "no they won't do anything about it." Upon calling Ms. Salvant, she informed me that she had not talked to Mr. Saunders from EPA, but to Israel Anderson, EPA Environmental Justice Section, about Georgia Pacific. Ms. Salvant stated that she did not know anything about any raw sewage in the area, but that she had been informed by minority residents on Penn Road that G-P's Wastewater was flowing through the area via open ditches. This wastewater was emitting H2S gas and other gases which had caused corrosion and made people sick, many with cancer. She gave an address of one such person as 410 Penn Road.
