Investigation Comment: 
I inspected on 10/26/11 in response to a complaint received concerning an unknown discharge to the Arkansas River occurring on 10/23/11. The complainant reported a chemical odor and foam for about one mile down river. The complainant provided coordinates, 35 05 10.68, -92 43 35.15) which place the reported discharge at the Green Bay Packaging Paper Mill outfall. On the day of the inspection I observed that the mill effluent ditch was discharging to the river, submerged, as designed. In the river, I could see some foam for about 30-40 yards down river. It appeared that the wind was blowing some foam against the river bank and causing some accumulation. I determined that the foam was not persistent. At the effluent ditch, before discharging to the river, the effluent appeared to have a slight dark stain with some paper mill odor. The effluent ditch was free of foam except for some foam which had accumulated against some woody debris. I did not see any other discharges in the area. The mill outfall is permitted and I found no violations on the date of inspection. [Last modified by MILLERD, 11/9/2011 2:02:00 PM]
Description Comment: 
Sunday Oct. 23 my wife and I observed a liquid running down the bank on the Ark. River. It had a chemical smell and caused white foam in the river for about a mile. It appeared to be running down the rock bank and not coming from a pipe. The smell was very strong and the source was unknown.
