Investigation Comment: 
On the date of the inspection, I met with Ms. Rachel Johnson, Georgia Pacific, and we traveled to Mossy Lake. At the discharge of Mossy Lake (SMS 002), the road behind the SMS structure was being repaired due to flood water earlier in the spring and was impassible by truck or heavy equipment. Mossy Lake was discharging at a rate around 34.6 MGD. The dissolved oxygen at the SMS was 3.4 mg/L and the water had the typical coffee color associated with paper mill effluent. We then traveled by UTV to Cooley Lake. The facility maintains a levee in two places that prevents Mossy Lake from entering Cooley Lake. The first levee had two small erosion cuts due to the spring flood and will be fixed once the road at the SMS is repaired so equipment can traverse the terrain. No discharge was noted and there were several feet of free board, neither lake was visible from this levee. We then traveled to the second levee. No erosion was noted on the second levee. This area contained waters from both lakes. The area to the East of the levee is a finger of Mossy and the area to the West of the levee is a backwater slough off Cooley. The dissolved oxygen on the Mossy Lake finger was 6.3 mg/L and dissolved oxygen on the Cooley Lake Slough was 4.0 mg/L. The water in the Cooley Lake Slough did not have any appearance which indicated that water from Mossy had flowed into it since the flood water receded. We then traveled to Cooley Lake proper. The water in Cooley was normal for an Ouachita River oxbow and had no appearance of any Mossy Lake water. The dissolved oxygen was 5.85 mg/L. The statement made by the complainant that the ADEQ had a previous problem with the Georgia Pacific discharging into Mossy Lake is unclear because the facility is permitted to discharge into Mossy Lake from Outfall 001. Description Comment: 
Complainant calling about Cooley Lake near the Georgia Pacific Paper Mill in Ashley County. He claimed that ADEQ had a previous problem with Georgia Pacific discharging into Mossy Lake. This particular complaint is Cooley Lake and concerns the levees eroding - which is causing the discharge from Mossy Lake to flow into Cooley Lake. Apparently Cooley Lake is on Georgia Pacific and Game and Fish property (Burl Anthony WMA?)
