Investigation Comment:
On September 13, 2018 at 15:20, I contacted Idaho Timber of Carthage, LLC General Manager, John Peaslee. Mr. Peaslee stated that there have been no discharges from the recirculation ponds at Outfalls 001 and 002 and was unaware of any other compliance issues. He stated that he would return my phone call promptly after talking to other staff.
On September 13, 2018 at 15:35, Mr. Peaslee contacted me to inform me that the ditch that recirculates water to the wet-deck was valve operated and viewable from the outside of the facility; however, there is no water discharged offsite. I requested he supply a photo of the location and he provided it promptly. Along with the photo, the following information was supplied: "As you can see in the first picture (Photo 1), the small drainage ditch that the flush pipe releases into runs parallel to our log deck. This ditch stays well within the boundaries of our property and flows back to our retention pond." After viewing the discharge and talking with the facility, the complaint referred did not warrant a Reconnaissance inspection for unpermitted discharges.
The last Compliance Evaluation Inspection (CEI) conducted at this facility was February 12, 2013. There was a reconnaissance inspection performed September 25, 2015 as the result of a complaint in which stormwater compliance issues were documented. As recorded by J. Bolenbaugh, Branch Manager:
"I spoke to a caller/complainant today that said Idaho Timber is opening a valve on their recirculation ponds and discharging to the ditch. He is concerned about the discharge quality and the nearby residents. I don't know about the layout and if I remember correctly you are familiar with this facility but he did want this taken as a complaint."
