AIR REGULATORY EFFICIENCY AND STREAMLINING EFFORT (EASE) COLLABORATIVE MEETING SCHEDULED

NORTH LITTLE ROCK—The Arkansas Department of Environmental Quality (ADEQ) will host a public meeting on January 22, 2019, from 2:30 p.m. – 4:30 p.m. at ADEQ headquarters, 5301 Northshore Drive in North Little Rock, to kick-off the Air Regulatory Efficiency and Streamlining Effort (EASE) Collaborative. The EASE Collaborative will bring together interested Arkansans and ADEQ staff to develop solutions to achieve regulatory streamlining goals and establish permitting guidance to assist the regulated community, as well as develop recommendations for streamlining four Arkansas Pollution Control & Ecology Commission (APC&EC) regulations: Regulation 18, Regulation 19, Regulation 26, and Regulation 31.

The EASE Collaborative was formed in response to comments and feedback received by ADEQ on the pre-proposal draft of the Air Integrated Regulation Streamlining Project. Primary goals for the EASE Collaborative are: to remove or update outdated provisions including references to programs that no longer exist, provisions that are no longer applicable, facility names that have changed, and vacated and/or stayed provisions; to resolve inconsistencies between APC&EC air regulations, state statutes, and federal regulations; and to increase efficiency in future permitting and regulatory revision actions.

The EASE Collaborative is open to the public. The purpose of the kick-off meeting is to select workgroup members for two smaller task-focused workgroups—Regulatory Streamlining and Permitting Guidance—which will meet regularly to develop solutions to present at quarterly meetings. The kick-off meeting will include discussion of a work plan to develop proposed revisions to streamline current APC&EC air regulations.
