Investigation Comment: 
On September 17, 2018, the permittee submitted application records that confirmed land application had occurred on Field 17 on August 23, 2018. Approximately 72,000 gallons of waste was applied over a five hour period. The permittee also supplied weather forecast information that indicated the percent chance of rain was twenty percent on August 23, however no location information was on the information. The permittee did acknowledge it sprinkled in the area on the day in question but pumping activities stopped when it began to sprinkle. The permittee reported the rain gauge maintained on site was less than one-tenth of an inch. According to the National Weather Service (https://w2.weather.gov/climate/getclimate.php?wfo=lzk) and U.S. Climate Data (https://www.usclimatedata.com/climate/harrison/arkansas/united-states/usar0837/2018/8), Harrison, Arkansas received 0.15 inches of rain on August 23, 2018. Per Part 4.2.1.6 of the permit, waste shall not be land applied to soils that are saturated, frozen, covered with snow, during rain, or when precipitation is imminent (>50% chance of rain). Description Comment: 
On August 23, 2018, C&H Hog Farm was spraying hog waste on Field 17 approximately 10-15 minutes prior to a rain shower. Rain was in the forecast and was expected. Land application was occurring at about 10:45 in the morning.
