Investigation Comment: 
Ms. Daniels called me on the morning of 6/19/2015 and stated that the road in question had overflowed. I responded immediately to the area. I first went to Domtar and met with Charles Allen, Env. Specialist and Kelli Crouch, Env. Leader, with the facility. I explained what the complaint was and asked to tour the facility. Mr. Allen and I left to inspect the area and went to the east-end of LR 76, which is the old back gate of the facility. We then went up through the scale house area off Hwy 32 and proceeded onto LR 23. When we got to the area in question, we found that the road was flooded, but there was no evidence that the flood waters were from the mill. The water had the same appearance of water that has flowed through woods with no evidence of any foam as Mr. Daniels had stated earlier. It was noted that the woods in the area in question appeared to be full of flood water. We then returned to the mill property and proceeded to drive around the whole west-side of the property. This route encompassed the outside levees of the landfill along with the area around the wastewater ponds. There was no evidence found of stormwater or wastewater leaving the site. We then returned to the office and proceeded to look at aerial maps of the area. It was noted that there was a large canal that started in the area of the east-end of S. Walker Street and the KCS Railroad. The canal drops due south for 1.33 miles and empties into a sedimentation pond that is located 0.2 miles north of LR 76. This pond then discharges into a ditch and flows in a meandering way through woods until it crosses LR 23 approximately 1 mile south of LR 76. This canal appears to drain a large part of south Ashdown west of the railroad tracks. [Last modified by MCCABE, 6/29/2015 10:25:38 AM]
Description Comment: 
During the course of a visit with Mr. Daniels on 6/12/2015, he mentioned the fact that every time there was big rain event in the area south of Ashdown, LR 23 flooded and the flood water had the same appearance as the wastewater as the effluent from Domtar. An acquaintance of his that worked at Domtar told him that the flood water was runoff from the mill property. I told him that the only way I could tell was that I had to see the flood water and to inform me the next time it occurred.
