Investigation Comment: 
The complainant is describing the influent ditch that directs wastewater from the paper mill to the wastewater treatment plant. The black color and consistency of the wastewater is from the paper making process (i.e., tannins and hard/softwood fibers). Additionally, the process requires very hot water, and steam will even be observed in summer months but is more noticeable in winter months. Please refer to PDS 101541 for details regarding the wastewater treatment facility operated by Twin Rivers Pine Bluff (fka Mondi). This paper mill has been at this location for several years, and the influent conveyance is typical of other paper mills across the state. No site visit by OWQ - Inspection Branch. Description Comment: 
From complaint form (W-8739) submitted online: "On Saturday (12/24) there was black sludge looking drainage in that ditch by Twin Rivers and it appeared to have steam rising from the surface. Again on Wednesday(12/26) the water was still black as it flowed through the ditch."
