Construction Stormwater General Permit (Effective November 1st 2011)

This Construction Stormwater General Permit ARR150000 authorizes stormwater discharges from large and small construction activities that result in a total land disturbance of equal to or greater than one acre, where those discharges enter waters of the State or a municipal separate storm sewer system (MS4). Small Construction Sites with Automatic Coverage (Disturbing One Acre or More and Less than Five Acres)

Please note that under automatic coverage for small sites you do not have to submit any documents to the Department and there is no fee.

The following package must be used for those sites that are defined as a small construction site one acre or more and less than five acres. Please note that you must have the automatic Notice of Coverage (NOC) posted at the site prior to commencing the construction. You must also have the Stormwater Pollution Prevention Plan (SWPPP) at the site prior to commencing construction.

Large Construction Sites (Disturbing Five Acres or More)

The following Notice of Intent (NOI), Stormwater Pollution Prevention Plan (SWPPP), and a $200.00 fee must be submitted in order to obtain coverage for discharges of stormwater associated with construction activity at any site or common plan of development or sale that will result in the disturbance of five (5) or more acres of total land area.

The operator of large construction site shall submit a complete and signed NOI and SWPPP to the Department at the following address:
