Energy and Environment Innovation Plans

The Energy and Environment Innovation Team will produce three plans:

  • A priority action plan, which enables covered state and local government agencies to compete for $4.6 billion in CPRG implementation grants (individual awards will range between $2 and $500 million);
  • A comprehensive action plan, which will map out how other Inflation Reduction Act and Infrastructure Investment and Jobs Act funds could be used to further support state priorities for energy and environmental infrastructure investments and to enhance the competitiveness of applications for those federal dollars; and
  • A status update on plan implementation and future needs.

Measures

Incentive programs and specific projects that reduce greenhouse gas emissions or increase carbon sequestration.

Authority to Implement

Analysis of existing statutes, rules, and ordinances to identify current authority to implement the measures included in the plan, any barriers to implementation, and opportunities to address barriers.

Community Benefits

Economic and environmental benefits for Arkansas communities, including rural, low-income, and historically underserved communities. Examples include creation of jobs, reduction of energy or food insecurity, and improved recreation and transportation options.

Comprehensive Inventory and Projections

A baseline inventory of greenhouse gas emissions and sinks in Arkansas, projected emissions and sinks under a business-as-usual case, and projected emissions and sinks if all measures included in the plan are implemented.

Near and Long-Term Targets

2035 and 2050 net emissions targets based on implementation of all measures included in the plan.

Air Quality Benefits

Reductions in ozone and fine particulate matter precursor emissions and air toxics emissions resulting from implementation of the measures in the plan.

Workforce Analysis

Labor, Education, and Training needs associated with implementation of the measures included in the plan.

Funding Opportunities

Identifying funding streams available to implement the measures included in the plan.

Arkansas's Energy and Environment Innovation Priority Action Plan was submitted to the United States Environmental Protection Agency (EPA) on March 1, 2024. Submission of the priority action plan is a prerequisite for any Arkansas state or local government agency submitting applications for implementation grants under Section 60114 of the Inflation Reduction Act. Materials and information related to drafts and the final priority action plan will be posted here.


E&E partnered with City of Fort Smith, Metroplan, and Northwest Arkansas Planning Commission (NWARPC) to produce deliverables required under CPRG. Each partner provided a region-specific Priority Action Plan Supplement representing the priorities of their respective areas.

Arkansas's Energy and Environment Innovation Comprehensive Action Plan will be submitted to EPA on July 5, 2025. The Comprehensive action plan will identify sources federal funding and include analysis to make applications to implement measures more competitive. Materials and information related to drafts and the final priority action plan will be posted here.

Arkansas's Energy and Environment Innovation Status Update will be submitted to EPA on July 5, 2027. The status update will report out on implementation of the Priority and Comprehensive Action Plans and identify any updates needed and future budget/staffing needs for continued Energy and Environment Innovation planning and implementation.
