Persons who wish to construct or operate a solid waste facility must obtain a permit from DEQ’s Solid Waste Management.
A set fee is assessed for activities within the solid waste management permit process for
individual permits, general permits or
waste tire management permits.
Solid Waste Facility Permit Fees
All fees must be paid by check or money order to the Arkansas Department of Energy and Environment Division of Environmental Quality.
No refund or partial refund of fees will be made.
General permits shall be subject to fees as described in Reg. 9.609.
Pre-site Fees:
Pre-site fees are due with submittal of the preliminary application.
Application Fees:
Application fees are due with submittal of the full application.
Annual Maintenance Fees:
Annual fees are due during each calendar year following the issuance of the permit
through the calendar year in which the department approves the closure of the facility.
Post-closure fees for landfills are due each calendar year the facility maintains a
landfill through the calendar year in which the Department places the facility and
permit into void status.

Modification and Permit Transfer Fees:
Modification and permit transfer fees must accompany the modification or transfer application.
Major modification is defined by APC&EC Regulation 22 (Reg. 22.308- Modification of Permits).
No fees are required for any facility changing its name, but a name change request must be filed.
