Compliance Advisory Panel
Section 507 of the 1990 Clean Air Act Amendments mandates that each state establishes a Small Business Stationary Source Technical and Environmental Compliance Assistance Program (507 Program). This program includes a Compliance Advisory Panel (CAP) tasked with evaluating the program's effectiveness. CAP's role is to advise on the program's effectiveness, identify challenges, and ensure the program serves the needs of small businesses.
CAP is responsible for:
- Providing advisory opinions on the program's effectiveness, including difficulties encountered and enforcement actions.
- Reporting to the EPA Administrator on the program's compliance with laws like the Paperwork Reduction Act, the Regulatory Flexibility Act, and the Equal Access to Justice Act.
- Reviewing information disseminated to small businesses to ensure it is understandable.
- Serving as a secretariat for reports and advisory opinions.

Compliance Advisory Panel Schedule
CAP holds one meeting per calendar quarter. Meetings are usually scheduled on the first Tuesday in the following months: January, April, July, and October.
Special meetings may be convened by the Chair or at the request of four (4) members.
