Criteria Development

The Water Quality Standards Regulation (40 CFR 131) establishes the requirements for states and tribes to review, revise, and adopt water quality standards.

Such criteria must be based on sound scientific rationale and must contain sufficient parameters or constituents to protect the designated use. For waters with multiple use designations, the criteria shall support the most sensitive use.

Water quality criteria can be developed in a variety of ways including but not limited to UAAs, BLMs, WERs, and EIPs.

Additionally, states may choose to adopt EPA recommended criteria or may use these criteria as guidance in developing their own.
