General Non-Stormwater NPDES Permits

General permits provide a streamlined National Pollutant Discharge Elimination System (NPDES) permitting process for certain categories of industrial discharges. A facility seeks coverage under an applicable permit rule instead of an individual permit.

Facilities seeking coverage through a general permit report their request for coverage and any changes in coverage through a Notice of Intent (NOI) form and pay permit and modification fees. Fees for coverage under general permits are established in Rule 9.

How to Receive Coverage Through a General Non-Stormwater Permit

DEQ considers issuing coverage under a general non-stormwater permit only after payment has been received. Follow instructions, send the completed and signed forms and documents, and permit fee to:

Most General NPDES Permits may be completed and submitted online through the DEQ ePortal site.

  • Select Organization. A drop-down menu will appear.
  • Scroll to Water, General NPDES Permits to find form selections.
  • Before using ePortal, register online then download and complete the DEQ Electronic Signature Agreement form and mail it to the Electronic Signature Agreement Committee, Division of Environmental Quality, 5301 Northshore Drive, North Little Rock, AR 72118.
